Hetare means: Japanese animation slang that denotes an inept, mentally unstable character. Their atypical behavior is what makes them so popular and often causes others to laugh at or love them. But they are funny and harmless hypochondriacs. Originated from an old Japanese expression, “he-tare”, which meant that someone would constantly fart from their mouth when faced with a trivial issue.
